Why is the output empty?

The PDF is probably a scan. Run OCR, then extract text from that result.

Does this keep tables?

You get characters and line breaks, not a spreadsheet. For tables, PDF to Word or a dedicated table tool is closer.

PDFs do not always store text in visual order. Extract, then reorder in an editor if a sidebar mixed into the body.
